About the Conference
Within a national vision for comprehensive development that treats place-making and human development as two intertwined paths, the First Tobruk International Conference on Oral Health and Allied Medical Sciences – Tobruk 2026 is held under the patronage of the Libya Development and Reconstruction Fund, and in accordance with the directives of the Fund’s Director General, Engineer Belqasim Khalifa Haftar. This reflects a firm belief that advancing the healthcare system and developing scientific and professional competencies is an essential part of the reconstruction project—one that goes beyond rebuilding structures to establish a future of greater quality and sustainability for society.
Amid the health and social transformations taking place across Libya, and in the city of Tobruk in particular, there is a growing need for professional scientific platforms that bring together physicians, researchers, and decision-makers to develop services in oral and dental medicine and surgery and their allied medical sciences, in line with global advances and responsive to local challenges. This conference comes as a foundational event that establishes a culture of evidence-based development, strengthens the integration between clinical practice and scientific research, and offers practical, applicable solutions to improve the quality of oral healthcare, support the capacity-building of national cadres, and activate partnerships between universities and health institutions—with special attention to the needs of the local community in Tobruk and eastern Libya.
Conference Vision
For the First Tobruk International Conference on Oral Health and Allied Medical Sciences to become a leading and sustainable national platform in oral and dental medicine and surgery and allied medical sciences—one that enables the development of clinical practice according to the latest scientific evidence, promotes applied research, elevates the quality of oral and dental health services in Libya, and builds effective local and international partnerships.
Conference Objectives
(1) Scientific and Academic Objectives
- To provide evidence-based scientific updates on the latest advances in oral and dental medicine and surgery.
- To discuss practical diagnostic and treatment algorithms applicable within the Libyan clinical environment.
- To strengthen applied scientific research and link its topics to real-world problems (service needs, resources, disease burden, and referral issues).
- To support continuing medical education and the exchange of academic and professional expertise among oral and dental medicine and surgery and allied medical specialties—contributing to improved healthcare workforce efficiency and the development of multidisciplinary clinical and educational practices.
(2) Professional and Clinical Objectives
- To improve the quality of care and patient safety through updated concepts in infection control, pain management, antimicrobial stewardship, and management of high-risk cases.
- To develop skills in the early diagnosis of oral cancers and potentially malignant disorders, and to establish clear and organized referral pathways.
- To update practices in dental implantology and peri-implant diseases according to modern diagnostic and treatment standards.
- To exchange expertise in maxillofacial surgery and trauma management, supporting the handling of maxillofacial injuries, reconstruction, and rehabilitation—especially in environments with logistical challenges.
- To enhance scientific and professional integration and collaboration between oral and dental medicine and surgery and allied medical sciences—contributing to improved healthcare quality, scientific research, and multidisciplinary medical education.
(3) Community and Development Objectives Specific to Tobruk
- To highlight oral and dental health needs in the city of Tobruk and eastern Libya, and to develop actionable recommendations to improve services and identify priorities for training and equipment.
- To establish the concept of dentistry as part of public health (Oral Health as Public Health) through prevention programs, health education, and school and community plans.
